I have directed our legal counsel to accelerate their efforts on this front and deliver to us a review of the City's potential options for resolving this matter. While we are obviously concerned with protecting the City and its taxpayers, we understand that legal risk is but one of several factors to be used in determining whether an action is proper. Fairness counts, too. I want to ensure that the residents of Glen Cove receive fair treatment as we to protect the interests of all League City's residents and taxpayers."

Thanks for the clarification.
My best guess is the council is trying to do something. The attempts for mediation I have seen appear to be filtered thru three layers of attorneys and are not acceptable.
I believe the first phase in the mediation process must be, WITHOUT ANY DEVELOPER CONDITIONS, the termination of the 99 year lease, removal of developer’s barricade across Seminole Dr, and legal action to invalidate developers “bad deed” to the bridge property.
This action will do much to right what is wrong and may fully satisfy the Glen Cove HOA. Only after this is accomplished, then issues of the possibility of future bridge and future right of ways can be addressed.
I believe it is in the best interest of MB Harbor to support this two-phased mediation. Given events of the past, I believe it is a reasonable remedy.
Upon successful completion of the second phase of mediation, MB Harbor will have legal guarantees for unimpeded waterway passage, there will be a parks accessible to all area residents (under control of GC HOA), there will be a possibility of a future bridge (draw or swing) that will allow connectivity between the severed Glen Cove.
This is my suggestion. I do not represent the 17 Glen Cove Plaintiffs or the GC HOA.

I am also encouraged by your note to Mr Hallisey, above, with one question. I would like some elaboration or further explanation of the last part, about "a possibility" of a future bridge. Thanks Paul.

There have been discussions regarding the city’s possible construction some type of bridge that will allow for boat passage from Cypress Bay Development thru Glen Cove. This bridge design would allow for pedestrians or perhaps golf carts.
The proposed terms/type of bridge, cost limitation, and overall bridge feasibility are vague with many conditions attached. At this point the city attorneys' idea is the city agree to “do a study” to determine feasibility and cost. Presently, there is no benefit to discuss the city’s proposed terms. The overall terms of the proposed Mediation Agreement are not acceptable.
My proposed two-phase mediation agreement would allow for immediate “fix” for the invalid bridge deed and termination of the99 year lease.
