Forum on the westside

CCV Residents and West Side League City Residents Monday April 26'th 7:00PM Christus Victor Lutheran Church (Located in front of Clear Creek Village off 518)

This forum is all about League City citizens. Join us, have your voice heard, and become informed of ballot propositions so you can participate by your vote in determining the future of our city.

At 7 PM promptly the Candidates Forum will begin. This forum is structured to give the citizens an opportunity to ask questions important to them. The three candidates for Position 7 will be in attendance.

I want to let you know the format of the forum. It is a format was used on the West End in Galveston for a Mayoral forum a few weeks ago, and it was very well received--from candidates as well as attendees. At this time, it has been decided that Peggy Zahler will be the moderator.

The format is as follows:

Three questions from the CCV Board will be provided to you a few days before the forum. These questions will be asked first and will be answered by each of you.

Drawing among candidates for order of seating/speaking

Each candidate will be given 2 minutes to introduce themselves

I will ask each candidate the CCV Board's 3 questions

Questions from the floor will then be asked. There will be no debate or follow-on question until other attendees have a chance to ask a question. This will prevent one or two attendees from monopolizing the time.

Each candidate will have a chance to answer every question asked and will be given 2 minutes

At attempt will be made, within a reasonable amount of time, to address as many questions as possible

Each candidate will be given 2 minutes to summarize their position/closing remarks

The timer from the League City Chamber will be used to enforce time limits. It is our intent to strongly enforce time limits such that all candidates have equal time.

After the candidates panel, there will be a brief presentation by City Council representatives on the Charter Review Propositions. It is planned that two citizens will then briefly discuss their preferred form of government.

Neil Baron & Mick Phalen will speak on behalf of the City on the Charter Amendments.
Charter Review Member's Marc Edelman will speak why he supports Council Manager Form of Government and Chris Mallios will speak on why he supports Strong Mayor Form of Government.



The Candidates Forum will begin at 7 PM. Depending on the questions and the turnout, your part should last no longer than an hour.

We will do everything we can to encourage a large turnout, and we are including other West Side subdivisions in our invitation.

This will allow the Citizens to ask the questions that they want to get the Candidates position on and also help educate everyone on the Charter Review Propositions.

I take it questions have to be answerable by all the candidates, as opposed to being directed to/at any single candidate.

Yesterday’s news carried the prospect of a 30% water rate hike for Houston (spread out over several years) to "at least cover the cost of service".

Sound familiar?

All around us there are discussions about where to cut and what to prioritize as communities begin to feel the forces of an uncertain economy colliding with the reality of their mandatory and discretionary spending obligations.

Most people are concerned. All conservatives are concerned and then some.

With the NASA question still not fully answered, does it make sense to push for an earmarked 1/4cent tax increase in the hope that those funds will generate or stimulate the local economy and buy us off- setting property tax relief?
Mr. Garland says yes!

How will that 1/4cent increase improve our infrastructure woes near term or even midterm? How will it help pay for even a share in a new criminal justice center?

How much money have we dumped into economic development over the last ten years, and what has been the net return for the city and the majority of the citizens?

How much more do we intend to spend on feel-good projects without recognizing that everything we do comes at a cost whether up front or down the road? Expansion has a cost in real tax dollars. Should we not know what all of the costs are?

Boundless playgrounds, dog parks, museums, and a seemingly endless assortment of other community enhancements, are all good things at a bad time. Is it time to finally start bringing these types of public welfare projects to a vote of the people if they contribute in any consistent way to the annual budget? Should the people have a say in how their taxes are spent?
Ms. Sharp says yes!

Do you feel unsafe in this city? How much so? Enough to spend millions to increase our police force numbers to conform to someone’s concept of an ideal ratio? Why not pay increases instead, that is, if there is enough money?
Mr. Garland is the “conservative” cop that’s neither a conservative or a cop, but he says we’re in need of numbers$$$ What ever happened to Quality over quantity?

Do you think there are current members of council that spend too much time, energy, and money, resolving issues that have nothing to do with critical services, infrastructure, or responsible and efficient government?
Ms. Sharp says yes!


There was a time when real conservatives had to talk the talk and walk the walk to prevail. It seems now they just have to talk, and only long enough to get your vote. It is what it is and Mr. Garland is a "conservative" liberal
selling higher taxes!

Maybe that's why Obama won. He could talk better. At least he never tried to pass himself off as a conservative though, did he?

Go with what you know and elect the only candidate with a record of supporting pro-active and conservative government in League City.

Forget the maybe and vote for the lady.

She's the conservative senior advocate that knows her "stuff".

She also opposes the red light cameras that Garland wants more of.

The differences between the candidates are very clear.
Joanna Sharp is he only qualified candidate for position 7.

BHL.....To answer your question: Any questions asked will be directed at all three Candidates. But we are allowing the Residents/Citizens to ask any question they may choose. We want people to have a chance to have their voice heard and ask the questions they may not have had the opportunity to ask.
